A link in a Telegram story should lead to a working next step and remain clear until the end of its display. If the announcement is short-lived, decide in advance what a person will see after the event ends: the old story and the landing page may have different lifespans.

Link and caption
Telegram describes a separate link widget in stories for Premium: it shows a preview and lets you set your own link title. This is a design option, not a promise of reach. Check the availability of the required publishing method in the account you are using.
For a workshop announcement, the caption "Program and registration" is clearer than the word "Here." The landing page should immediately show which event the story leads to. If registration is already closed, state this on the page and offer an appropriate next step without covertly swapping the date.
Checking the frame and the tap-through
Choose the display duration in the available settings and compare it with how current the offer is. Look at the finished story on a phone: the widget should not cover a substantial part of the image or clash with the controls. Check the contrast against the chosen background.
Open the link from a test publication with suitable audience settings. Check not only that the page loads, but also its content, the date, and the availability of the required action. Do not publish personal data in the address or in the preview text.
What to do after the event
Review the story, if you keep it for later viewing in your profile, and the destination page. A useful archival announcement can be left with a clear status of "the event has ended"; an outdated call to register will mislead the visitor.
Count taps, inquiries, and confirmed registrations separately. A link only shortens the path to an action. Even a correctly designed widget does not guarantee that the viewer is interested in the offer or will become a customer. This is verified by the result of a specific announcement and by how the page itself performs.
