A test media plan helps you see what expectations stand behind the spend. For three Telegram placements, separate rows with the price, estimated views, and target action are enough. All numbers below are for learning purposes: they do not describe the cost of advertising in Russia, Kazakhstan, or any other country.

Base plan
Suppose the budget is 9 000 in a single currency. Placements A, B, and C cost 3 000 each. Planned views are 10 000, 8 000, and 6 000; expected clicks are 150, 120, and 90. Total: 24 000 views and 360 clicks: the overall CPM is 375, CPC is 25.
In the media planner add three rows. Label the source of each expectation: the median of comparable past posts, a screenshot from the owner, or your own assumption. Check the audience geography and language separately; the currency does not confirm where the readers come from.
Sensitivity check
Save the base CSV under the scenario 100%. Then select 70%: the tool will reduce the entered results while keeping the costs fixed. You get 16 800 views and 252 clicks at the same 9 000; CPM around 535,71, CPC around 35,71. This answers the question "what will happen to the cost per action if the result is weaker," not the probability of such an outcome.
The scenario scales several entered results equally. In reality, clicks, subscriptions, and sales may change differently. For a separate assumption about conversion, edit the corresponding row manually and save a separate file.
After placement
Switch to actuals and enter the real metrics for a pre-selected window. The scenario percentage is not applied in this mode. Save the plan before replacing it, so you have something to compare against.
A successful placement is judged by the desired action: for booking a consultation, suitable inquiries matter more than cheap views.
